well.. There are several tuner applications, but I think Xawtv is the best (however, I havnt been able to use the kde one...) motv and xawtv are pretty simular... effectstv is fun, but not really watchable. Im not sure, but mplayer might be able to do tv, its fairly popular for dvd and mpeg playback. and theres broadcast2000 (and another program I cant remember right now) for editing, but I cant say Ive used them...
