It is my experience that the City ISD, while it has some dedicated employees, is stuck with the same hidebound processes that affect most government IT departments.
They have, like a lot of organizations, invested heavily in Microsoft technology and changing that would be a multi-year effort requiring support from all levels of the government.
I have spoken with Jon Ruiz, among others, about the financial benefits of Open Source, and he expressed interest. The current economic environment favours Open Source, but it would take a dedicated grass-roots organization as well as an internal City champion to make a change happen.
