With the new model, the EPS will enter the contract with the venue,
so that the onsite team no longer has the financial obligations
and risk.

Of course, we rely on the onsite team to help with the venue choice,
but ultimately, we will also need to arrange an onsite visit to
run the negotiations and finalize the contract. Giovanni (from Python
Italia and former EPS director) has a lot of experience with this
and so does Ewa (from the PSF), who is a professional conference
organizer.

Could you be more specific ? Also: If you know more venues that we

How many people would be able to run the onsite team ? Note that for
the event itself, it's well possible to hire students to increase
the team size as necessary, but there is a minimum number of permanent
team members necessary to run the preparations for the event.
