All Li-ion batts I've read about have regs on each
cell. Can you name any that don't?
Those in computers are 1 cell and the reg/charger
is in the
device. Even a lot of them have the reg on the cell.

Except they have regs on each cell that the Opitma
doesn't need.
So you admit there is a reg on each cell!!! ;-)

Of course, they don't dare sell them without a
charge controller/ reg per cell.
If it was just a monitor they would need to
sell a special battery charger with it which would
still need a shunt or other reg per cell. It's easier,
cheaper to put them on each cell rather than all that
extra wiring and/or reg bus.

came up with Chinese writing which I don't read.
Is there a company in RI, US? that assembles
them into packs already?
