1.5 watts for $13.99 is rather poor; that more than $9 a watt. More typical prices are in the $2 to $5 per watt range. It's a buyer's market right now for solar panels. It's not hard to find much lower prices per watt than the normal retail suppliers are offering.

I got my panel for $10 from my VW dealer. It seems that VW was including a panel in every car to keep its 12v battery charged during shipment. The dealer was just stacking them up in the corner (and letting the batteries die in the lot anyway). They were happy to sell me a few for $10 each.

eBay is also crawling with small solar panels at absurd prices.
