Excellent! If the new DC/DC cures the problem, then it was the old DC/DC plus the extra drop of the diode in the filter.

One other question, does anyone happen to have an emeter temperature sensor 
they would care to part with?

This sensor is an LM35, plus the 200 ohm resistor between its OUT and GND pins as show in figures 16 and 17 on the TI datasheet. http://www.ti.com/lit/ds/symlink/lm35.pdf

Since TI bought National, they don't seem to want to sell this part any more (high prices, low stock). But Analog Devices has the TMP35 as a replacement, and you can find lots of the old National part at various distributors (Arrow has them for $2.68 for example).
