I do remember a website with a brief but clear description of it along with coverage of some of Cedric's other achievements. This was before the Vectrix patent. There was an EVDL member whose name I forget (member of the British Battery Vehicle society, had an electric Scirocco, it might have even been his website) who might be able to provide more details.
Try Paul Compton. He's both an EV and a motorcycle afficionado, and also knows Cedric Lynch. The email address I have is <[email protected]>
On the two-way twist grip throttle: This is called a "wig-wag" control on industrial EVs, and it seems like it's been around since the 1960's. I'll also bet you'll find it on *really* old EVs, from back in the 1920's, when they had a tiller for steering with a twist grip for the throttle!
