You are quite correct Mark, but Lee is too, at least where Duke Progress is concerned. You can feel well cared for if you are DP shareholder, or the resident of a tony office in their pretty skyscraper. The regulators are pretty easily influenced here in the DP territory.
I would take issue with the comment "whatever is is the cheapest will get ALL their attention." Nuclear power is definitely not the cheapest, but it seems to have attracted their attention anyway. I suspect it has served somebody's profit motive though.
