I pretty much agree with you but want to make a few clarifications.
1. Yes a cyclist should do everything possible not to hit a ped.
However, keep in mind, peds must not step off the sidewalk into moving
traffic (whether that be a bike way or a auto lane) and expect that they
won't be hit.
2. Greenways. The speed and how they are used depends on the intent of
the greenway. If it's meant as a general purpose area for kids to
safely walk or ride and for people in general to walk in the street then
cycling speeds must be kept low. If people aren't supposed to walk in
it then speeds could be higher.
I think the effect of ebikes on trails and bikeways is too soon to
measure, at least in the U.S. I would hate to see ebikes strictly
prohibited from bike lanes, etc., though since I believe they will
enable a huge increase of bike riders. Even though an ebike can go
faster than someone pedaling - at least up hill - auto traffic will
still be too intimidating for this next wave of riders for them to
strictly ride mixed with auto traffic.

I gave my own case as well - had I stumbled or stepped to the left

The law pretty much follows this rubric: The faster traffic is

for the well being of the slower. Regardless of their handicappedness

So will you be remorseless of you run over a small dog or topple

sentence. All because you were unwilling to slow and give wide berth?
If
that leaves you remorseless I am truly sad for you.
You should also consider the uninsured nature of greenway cycling. Can
you
afford the cost you should bear if you do hurt someone?
Mixed use is simply not fair or workable when people don't
automatically
try to be kind, patient, and willingly overlook the inconsideration of
the
other parties (which is often a perception not warranted when simple
momentary inattention is there real root cause). Who is perfect?
I really think EVs, e-scooters, e-bikes and e-velos, should not use
most
mixed use paths, or even bike lanes. They are generally too big, and
too
fast. Further I think not mixing bicycles and pedestrians it a good
idea
if the density of traffic is very high.
On the velo or a bike I self-police myself. Mid-weekday and early
morning
cycling on the paths but never weekend days. I slow down a lot if
there is
any randomness in the traffic ahead and move far away even into the
verge.
I never want to be responsible for hurting anyone. I would rather be
hurt
myself, hence my willingness to leave the greenways behind if I am in a
hurry.
