Then just put them on the down hill portion of Highways where vehicles are
braking or using a lower gear to keep the speed down. Like coming off the
Grapevine (I5). Put them in the right hand lanes where heavy trucks are
actually trying to slow down. Leave the lefthand lane for EV's who are
enjoying the regen of going down hill.

 Harness the energy of slowing down - or not speeding up because of gravity.
