Seeing as the article is talking about Alberta I'm going to add my 2 cents. 

The photo of the model X on lake Minnewanka is a publicity stunt
(obviously). It gets very cold in the winter and the range capability of the
vehicle is going to be much lower than advertised for a majority of the
year.

Destinations in Alberta are very far apart. Lake Minnewanka is a relatively
close destination/trip for an Albertan and based on the temperature vs range
plots i would be not surprised if the owner of that car was nervous about
that trip(unknown what battery the model x had). 

The writer of the article seems to have a problem with Alberta in general as
it doesn't go into detail or elaborate on why EV sales are low in
Saskatchewan and Manitoba also. I imagine the reason for low sales in all
three provinces is going to be similar. Cold weather and far off
destinations make these vehicles impractical for many of the locals and thus
demand for these vehicles low.

The article claims that electric vehicle availability is lower in Alberta
due to lack of money incentives and a big oil conspiracy. I think this is
complete nonsense, the availability of these cars is lower due to lower
demand.
