Of course it could! A variac is unregulated; its output varies not only
as you twist the knob, but also as the AC line voltage wanders up and
down, and as the charging current changes. It would only be suitable if
you "baby-sit" it for every charge.
If the BMS is any good, it should have some way to tell the charger to
*turn off*. So you'd have to hook that up to switch off the variac charger.
Then if it were me, I'd rig up a second "backup system" to shut off the
charger in case the BMS fails to do its job.
