This would be true in any vehicle. Lubricants wouldn't have time to heat up and become less viscous, tires would stay stiff on a short run, brake pads and calipers would have more residual friction (especially if there is any surface rust buildup on the rotors), etc. Of course on an ICEV, the engine management during warmup would be a large factor as well.

The Volt computer likely takes a lot of this into account when calculating a value to display to the driver, at least, I'd expect that it does. Based on the recent history of the car's usage, 40 miles of mailbox runs might actually be accurate.
