There are significant "Hotel loads" in most EVs/Hybrids.  Someone did an
experiment a few years ago and discovered 32mph was the ideal "sweet spot"
in a Tesla Model S to get the most range.  Any slower and range went down
because of the overhead.

For instance, the 12v battery will get low in a car sitting for awhile,
then when you start it, the DC-DC will take a gob of power from the HV pack
to top it off.   This means your wh/mi during this time is terrible.
