Doesn't that depend on how the road tax is calculated ? I don't know the formula proposed in this case but it's easy to imagine a formula base on
- miles traveled
- efficiency
- weight

When everything was powered by gas, the gas tax was generally fair. That isn't true any more. Yet, we still need to pay for roads, somehow.

To me, the big issue is privacy. If a gps device is used to track miles, it can also track location. However, it seems possible to design a open-source device that only retains miles and cannot report location.

On the contrary, most people are milling about with gps enabled on their phones, giving google and their carrier more info than could ever be gleaned from a vehicle tracker.

A road tax is just a fine for EV owners to punish them for not using
petroleum, and discourage motorists from switching to EVs.  On the contrary,
if they actually want EVs (spoiler: they don't), they should waive as many
fees on them as possible.

IMO, the fair way to recover fuel tax revenue is a pollution surcharge to
the license renewal fee, based on the vehicle's EPA MPG or MPGe rating.  The
more energy the vehicle uses, the more the owner pays.  This is similar to
the yearly vehicle taxes levied in many other countries, based on ICEV
engine displacement.  It will (mildly) encourage vehicle buyers to consider
efficiency.
