So for example, we may obtain a breakthrough in fusion plasma reactors, but impact-wise, it may never bring commercial fusion any closer. Plasma driven spacecraft derived from fusion experiments, yes, lighting homes nope. For civilization, proving O'Neil's point, I'd look to wind at sea turbine farms, and home rooftop perovskite solar.
