Unfortunately that is not true. When an American citizen votes in a presidential election he is not really voting for a presidential candidate, he is voting for a member of the Electoral College who has pledged to vote for a certain presidential candidate, however members of the Electoral College have a constitutional right to vote for anybody they want and are not legally bound by any prior pledge they may have made. Most would consider reneging on their pledge to be unethical but it is not illegal.

I think the laws of the state may make it illegal.  But in any case that's not what makes the vote for President undemocratic, at you note below.

And as if the above is not bad enough, thanks to the Electoral Collegea person voting in a presidential election in Wyoming has about 70 times as much influence as to who will be the next presidentas a person who votes in California. And as if *that *isn't bad enough, in nearly all of the states if candidate X wins 50.01% of the popular vote and candidate Y wins 49.99% of the popular vote then candidate X wins 100% of the all important electoral votes and candidate Y wins 0%.
