You are confusing 2 separate issues. Exchange 2003 DOES run just fine in a Windows 2000 environment, BUT you cannot take full advantage of all of the new features. One of these new features is RPC/HTTP(S). It may not require you to upgrade ALL of your DC/GC's to Windows 2003, but as Andy said, whichever servers Exchange and Outlook are using must be Windows 2003. Unless you statically set the server Outlook and Exchange is going to use, what is the use of just upgrading one server?
