For just those people who still get spam, even with server based filters in place, you might try adding a client based spam filter to the mix. We've had good luck with a free open source Bayesian filter named SpamBayes, which works well with Outlook, and can be downloaded at http://spambayes.sourceforge.net/windows.html.
