WINS doesn't require broadcast--it replaces the broadcast-based NetBIOS name
resolution system.  That's why you specify a WINS server by IP address!

Most good admins disable broadcast messages from flowing across the VPN.

I actually had this same problem. My fix for it was to add the Exchange
server to the LMHosts file. For some reason WINS would not work throught the
VPN. Since you can ping using the FQDN and by IP address I would think that
it is related to WINS somehow.
