Seriously, most often, this is a sign of the service account for the DB Engine not having permissions to access the database directory.

What kinds of issues are you having with the Arcserve? I don't much like it, but I'm stuck with it here since they bought it before they hired me, and I've gotten reasonably competent with it, including the Exchange-aware module.
