Did you look at the original sent mail just to verify he didn't put them in CC line on accident?

That's what I thought, too. However, there's no denying the fact that this guy sent out sensitive material with himself in the To: line and everybody else in the Bcc: line, somebody replied, and *all* the Bcc: recipients were exposed. I'm not sure how the reply was done - reply, reply/all, forward, or what - but, the Bcc: recipients all showed up in the reply. Maybe, the Bcc: recipients only showed up in the original sender's mailbox, and not in the mailbox of the person who replied. That might be worth checking into.
