What period do you have configured for deleted item recovery?  It is my
experience (though old) that 30 days' deleted item recovery roughly doubled,
60 days' tripled, and 90 days' quadrupled the store size.

I bring this up because dumpster items don't show up in mailbox sizes.

One other thing I noticed was that the amount of free space Exchange now
lists as available appears to be that space that was recovered when we had
the users clean up their mailboxes.  On 8/28, total mailbox store was 10.9
gig.  Today's total is 9.287.

Likely a mail loop.  Look in the mailbox resources and see if one mailbox is
extraordinarily large, if so, remove its SMTP address.  Add a Prohibit Send
and Receive limit to all mailboxes and by policy to the store.  Implement
the registry hack to allow the store to grow to 17GB, mount the store, then
delete the instances of looping message from the mailbox.
