Following that theory, it could be coincidental that the 10.9GB to 9.287GB was related to cleanup, becuase if they cleaned up, by deleted items and then emptied their deleted items folder, the items would go in the dumpster until they were aged out of the dumpster.

Look in the mailbox resources and see if one mailbox is extraordinarily large, if so, remove its SMTP address. Add a Prohibit Send and Receive limit to all mailboxes and by policy to the store. Implement the registry hack to allow the store to grow to 17GB, mount the store, then delete the instances of looping message from the mailbox.
