Outlook has to actually open the mailbox because it creates the special Outlook folders and it is that action that causes the mailbox to be created. Because Exchange is one big database, mailboxes don't exist as physical entities. Until there's some data in the database for the mailbox, the mailbox won't appear to exist because a query for it doesn't return anything. The act of mailbox-enabling a user doesn't put anything into the mailbox store.
