Do the properties of the user show all the Exchange related info like the mailbox store where the mailbox lives, e-mail addresses, etc?
If not, then you have some problem with Recipient update service. If yes, then everything is fine and the mailbox simply has never been accessed or never received any mail. I can't test sending an email right now, but I certainly will first thing in the morning. However, it was when attempting to access the mailbox with Outlook that I found the issue. I was adding the Exchange account into Outlook for that user, but was unable as there wasn't an account to be added :)..
