Below is the information that I used to give out on a regular basis. As
you can see PST's can have more than 16,000 items under certain
circumstances.

ANSI: Legacy PST(Outlook 97 - 2002)

File Size: 2GB max (reads about 1.92GB in Explorer)
 
Large Table Support not Enabled (Default)
* 16,000 folders
* 16,000 items per folder
 
Large Table Support Enabled
* 65,000 folders
* 65,000 items per folder
 
To enable Large Table support, right click on Personal Folders and
select properties.  Select Advanced.  Check the box to enable large
table support and select OK until you return to the main window.

Have you run ScanPST on it?

Also, if you have an old copy of Outlook 97/2000, you can try adding the
file to that and then telling it to Upgrade to large tables... or
whatever that option was called.

Well, just did an import to a blank directory -- still have just 16,383
items.  I basically got the last two weeks' worth of messages instead of
the almost two months worth that were there.  Is there anything special
I'd need to do to turn it into a new Unicode PST?  The index seems to be
stuck at the max number of items, wonder if there's any way to
're-index' the file.

Well, it's not an ideal solution, but what if you use 2007 (or 2003 if
you must) to Import from that PST file into a brand new, Unicode, PST
file?  Do you get all of the items and then have a new PST file that is
fully accessible?

Yeah, they were (Exmerged).  I haven't done OL2007 yet, but I will.  I
see that in 2003, even if I try and open a PF under the 'new' type, it
doesn't convert it. I tried exporting out and deleting some items, but
at least in 2003 it doesn't 'reset' the index.

see the additional items?  How were these PST files made?  ExMerge?

Crossposted, looking for a solution...

I need some advice about some old PST archive files we have (made under
E2K3).  They're archival files, around a gig or so in size, but that's
not a problem.  But I've discovered that we had run up against the
16,383 item limit to a PST.  So I can search these old files with
various search tools, but I only get maybe half or a third of the
messages that are in the file, the remainder (beyond 16,383) just
disappear out of the index.

With the new features available in OL2K7 and the new PST file
architecture, is there anything I can do to get the 'lost' data out of
these old files?
