This is getting confusing. Let's see if I understand what OP is trying to
do.
He's got mail coming into Outlook from both Exchange and a POP3 account. He
wants the POP3 mail to go into PSTs without leaving any traces in
Exchange/Outlook?

No, a copy rule would leave the original in situ on the Exchange server and
place a duplicate in the PST file. Moving would, as the OP stated, subject
the hard deleted message to dumpster retention.

You shouldn't have two services, e.g., POP and Exchange Server, in the

profile because Outlook behavior is unpredicable.
