If it goes through your server, your server based AV software has a chance to 
catch and kill it (which with either rule type proposed would occur if the AV 
software utilizes the AVAPI). If it goes straight to the desktop you rely only 
on the desktop AV software. If it gets to the desktop it's as much of a risk or 
more of a risk than if it was in the Exchange store.

That is correct,

So lets say you have an @verizon.net email account you pop from- I DO NOT
want those messages to go in the mail store for our organization.

Lets say you're Verizon email let a virus/worm through, if it goes into your
mailbox then that virus has just made its way inside the network and onto the
server

But it seems not to be possible , aside from having a different profile.

No, a copy rule would leave the original in situ on the Exchange server and
place a duplicate in the PST file. Moving would, as the OP stated, subject
the hard deleted message to dumpster retention.
