GOT IT! In ESM under Recipients---> Recipient Update Services--->Recipient Update Services COnfiguration
The exchange server was not listed in the Recipient update Service properties only the Domain controller was. Thank you for everyone's help, Especially Matt, Chris, Andy, and Darren.
