Unless you have modified the default settings on the calendar, this is not possible in the first place. The default permission settings for each users calendar is for, "Default No access".
So unless privileges have been granted by user a or for user a, User B cannot place an item on User A's calendar without a meeting request and User A accepting it. I don't think you can stop a meeting request from being delivered. In any case User B cannot place a meeting on User A's calendar unless User A has granted this privilege to User B.
