Teach them ALL to use the "Private" setting for their calendar. This
lets them see their calendar true and complete. It Does not let others
see what they are doing, but shows them that they are not available
during that period.

I suppose they could set their free/busy to publish 0 (zero) months, but
why not just start using a big board in the lobby that everyone writes
in/out on.

Outlook is a business tool. It should be used correctly.
