Have you considered exporting the ex-user's mailbox to PST[1], which can be
stored in an appropriate manner for your organisation[2]. When someone needs
that information, it's simple enough to mount the PST....

Deleted item retention should deal with those accidental deletions.

We don't erroneously delete mailboxes.  User's leave and then a few months
later an Attorney will need something out of that mailbox for a case and
we'll have to restore it.  Or, we have to restore folders or pieces of
mail that a user deleted accidently.  It's actually quite nice to be able
to do this when it works.
