SIS is maintained per database, not per server. So in moving users between databases SIS is maintained on a per database basis. When, how and where you should opt for additional servers, databases or storage groups is not a universal formula which can be applied unilaterally. Based on the information you've provided there is no "right" answer. I know of organizations with significantly larger databases than 70GB, whether or not that is appropriate for the organization you are working with is impossible to say at this point.
