Storing PSTs on servers is simply a dumb idea. Are the file server disks cheaper than your Exchange disks, especially keeping in mind that you lose single instance storage and PSTs require more space even not taking into consideration single instance storage? You're looking at storing data in a format that requires maybe 2X to 15X the amount of space required in a store.
Any data worth retaining belongs in the information store. Users who simply can't delete anything should keep their PSTs on their PCs' disks and back them up themselves.
