I think what he meant by "to the hour" was not to the point of failure but to any time within any day of the week.
I have seen a number of backup programs (Legato for example) where you can pick a day and time to which you want to restore. The reason being is that incremental do not commit and flush the transaction logs. Only a full backup will do that.
