Sounds like a permission problem. I haven't played with SWAT, so I
don't know what user it runs as, but as a first guess, I'd think
'nobody'. Try:
chmod -R 777 /var/lock
It's at least a temporary fix until someone slaps my hand for suggesting
insecure permissions on /var/lock... :)
