When linux tries to start httpd, it reports the following message:

httpd: cannot determine local host name.
Use the ServerName directive to set it manually.

Sounds like a permission problem.  I haven't played with SWAT, so I
don't know what user it runs as, but as a first guess, I'd think
'nobody'.  Try:

        chmod -R 777 /var/lock
