Why not ssh? If you use sftp then the ssh is transparent....

Strictly speaking, the solution to your problem already exists, and it's sftp (& ssh). 
But if you
can't install it on your system for some reason, then maybe a wrapper for ftp that you 
could write
yourself? You could use it instead of (or before, or after) tcpd (if you use inetd or 
xinetd.
