1) Did you INSTALL the telnet server?

It is not installed by default...

Check with...

# rpm -qa | grep telnet
telnet-0.17-5mdk                           

2) Is it enabled?

Check in Linuxconf's 

Server Tasks, Internet Services, Internet Server Database

Enable it if it doesn't appear.

3) Did you modify HOSTS.DENY or HOSTS.ALLOW

Again you can do this from Linuxconf (enable Linuxconf's modules in the
Linuxconf configuration to simplify your life).

At the very least you'll need to add telnet to /etc/hosts.allow and the
range of machines allowed to telnet in.
