Sounds like you did not install the telnet server. 
check by doing

[alex@homer alex]$ rpm -qa | grep telnet
telnet-server-0.17-5mdk
telnet-0.17-5mdk
gnome-telnet-2.1-2mdk
ktelnet-0.62-8mdk

You should have telnet & telnet-server at a minimum. You are probably 
missing the server. All you need to do is install it from the 
installation cd
