httpd being slow is a symptom of not being able to resolve dns.

Make note that during this whole time, it's quite possible that your
cablemodem/dsl provider had equipment down somewhere further up the
line, resulting in not being able to reach your gateway.  As a test,
unplug your network cable and reboot the machine.  If everything starts
going slow, it's probably due to not being able to reach your gateway.

IOW, I think it's a NETWORKING issue, having nothing to do with bind or
httpd or any other program that's running.
