Not necessarily.  Starting a daemon mounting a filesystem etc is
significantly less CPU intensive both in duration and amount than
starting a graphical user app.  In fact for many the act of displaying
the OK OK etc is more intensive than the actual startup.  Note to that
he's not saying everything in parallel, but rather those things that
could be.  It also allows a lot more latitude in playing with sequence.
