Ok, i figured out this part myself.



$ which autoconf
/usr/bin/autoconf
$ /usr/bin/autoconf --version
Autoconf version 2.13
$ /usr/local/bin/autoconf --version
autoconf (GNU Autoconf) 2.57


I still doesn't tell me why the 2.13 version was always used 
before.
Why is there a need to keep 2.13?
Is it safe for me to remove /usr/bin/autoconf and do
cd /usr/bin/
ln -s /usr/local/bin/autoconf
???

Please advise.
