Chuck, Radiator cooling fans are legal in Solo. The rules were changed last year to allow them.
I can't really speak for the racing side, but I don't believe the GCR mentions them and therefore the general rule would be "if it doesn't say you can, then you can't" :-(. If the fan is to be used when the car is on course, it will have to be wired through the Master Battery switch so that when the Master is turned off....ALL electrical power is turned of in the car. I've found the the rads generate a lot of heat, but flow through the rad isn't great because of the oblique angle. At idle, I'm sure thay there is almost no air movement through the rad.
