As a autocross only participant I am strongly against allowing conventional
shocks, spec or otherwise. I think it will be a large cost escalation and
allow some " creative" tinkering with them.
That said, if they were to somehow get approved ( about the same time that
pigs fly and I win the lotto ) I'd be one of the first to use em. I'm 
fortunate
enough to be able to make pretty much whatever I want for the car but
for others without shops full of  tools this will be a more work and higher
expense.
If the SCCA felt they could not police a 494 rave engine in the class
how could anyone even think they would be capable of monitoring
shocks and springs......?
I understand Jay's point about the lack of usable travel in the
present "pucks" ...they go from soft to solid real quick! But I
just don't think full blown spring/dampers our within the class
"philosophy".
