Dude, do you read any of the posts?
   Nobody is going to build a car around a set of shocks!  and if they were, 
there wouldn't be an advantage!  
   
  Rebuilding a shock that's not nitrogen charged is like changing the oil in 
you pickup.  
   
  I sugested a spending limit on shocks, not a spec shock.  
   
  Developement time would be the same as if there were 3" pucks, or if there 
were a new engine, or new tire, or new anything availible.
   
   At some point in time, you have to think that a 15 or 20+ year old racecar 
is not going to be a front runner...

I don't think it's a question of being a waste, per se. I think it's a 
question of:

1) What it would do to the value of the existing cars once 
shock-optimized cars are developed
2) The ongoing cost of shock rebuilds (vs the cost of replacement 
pucks).
3) The cost & logistics of policing a spec shock if one is selected
4) The cost of high-end shocks if the rule is free
5) The development time required to re-engineer every car in existence 
for a new damping system. Even if fitting the shock/spring can be done 
relatively easily, tuning will change enough to require 'starting over' 
with a car that the owner has probably already spen a great deal of 
time and money on tuning.
