With re=gard to "spec" shocks:
Simply restricting the "family" of shock would probably serve to limit costs
adequately.
Maybe:
steel bodied, no external res and ony double externally adjustable.
As an aside:
There are some very specialized parts I was just starting to play around
with with the intention of building a killer 1" rubber puck system.
That would be rather expensive to develop and reproduce but still within the
letter and intent of the present rules.
Sometimes overly restictive rules don't reduce costs.
