Ken, If you had a shop do this engine and you paid for it, TAKE IT BACK. There is some serious issues with it.
You need three things to make an engine run, fuel, compression, spark. All three have to be correct. (well compression requires only a minimum). It sounds like you have all three but the engine will still not run so one of the other two are not correct. You need to have the spark and valve timing checked. You should not have to redo what you paid for. Just one thing though - having run a small engine repair shop out of my garage for the last 15 years, I have learned a few, not so obvious things. Like - most lawn mower engines will not start using the pull rope unless you the blade bolted on. It needs the extra inertia to spin it over fast enough to keep it from kicking back. You didn't say if you have the clutch bolted on. My guess is that these engines were not designed to run without it on. Maybe the same problem the mowers have. When I rebuild an engine, if it will not start on the third pull, something is wrong, and no amount of spinning the engine will change it.
