When we raced shifter karts is was in a city park in Phoenix where the sound 
limit was (IIRC) about 80dB (same as the street). The track required everyone 
to use an "intake muffler" to kill the sound. We had a kind of fat round thick 
softish plastic canister that really works without measurably affecting power.
